The Programme Office in Dushanbe is based in Tajikistan's capital and is mandated to work on a broad range of issues, ranging from border management and security to arms control, human rights and economic development.

Overview

The Programme Office is involved in a wide range of activities, including arms control, police reform, counter-terrorism, support to participatory dialogue and border management, economic development and environmental protection and education, water security policy development, disaster risk reduction, good governance, combating trafficking in human beings, gender equality, human rights, media development and legal reform initiatives.

The Office has 21 international and 131 local fixed-term staff (as of 31 December 2024). These figures include staff financed from extrabudgetary contributions.

In 2024, the Programme Office operated on the basis of a Provisional Expenditure Authorization based on its 2021 Unified Budget, which amounted to €7,311,600. The extrabudgetary actual expenditure for 2024 was €5,891,291.

History and mandate

Established in 1993 by the Ministerial Council

The first OSCE presence in the country was the CSCECSCE
Conference on Security and Co-operation in Europe
Mission to Tajikistan, established by the Ministerial Council at its fourth meeting in Rome, 1 December 1993. Its original mandate was to maintain contact with and facilitate dialogue and confidence-building between regionalist and political forces in the country; actively promote respect for human rights; promote and monitor the adherence to CSCE norms and principles; and promote ways and means for the CSCE to assist in the development of legal and democratic political institutions and processes.

On 31 October 2002, the Permanent Council changed the name of the Mission to OSCE Centre in Dushanbe. Its mandate included to promote the implementation of OSCE principles and commitments in the country, as well as ways and means for the OSCE to assist in the development of a legal framework and democratic political institutions and processes, including the respect for human rights.

On 19 June 2008, the Permanent Council decided to re-define the Office's mandate, including, among other issues, to assist Tajikistan in developing common approaches to problems and threats to stability and security and to support the country in the economic and environmental dimension, as well as in the human dimension.

Effective 1 July 2017, the OSCE Office in Tajikistan was transformed by Permanent Council Decision No. 1251 into the OSCE Programme Office in Dushanbe. Among other issues, its mandate encompasses to assist the country in its efforts to ensure security and stability; support its economic and environmental development; and assist it in  further developing civil society, human rights and the rule of law, gender equality, strengthening democratic institutions, and freedom of the media.

Former OSCE field operations and related field activities in the area

Between 1995 and 2000, the OSCE maintained a field operation in Tashkent, Uzbekistan, that was mandated to work on issues related to all participating States in Central Asia. This OSCE Liaison Office in Central Asia was established by the Permanent Council on 16 March 1995. In December 2000, it was decided to carry over the Liaison Office’s premises and assets to the then-OSCE Centre in Tashkent.
