OSCE strengthens the capacity of professionals working with domestic violence perpetrators in Tajikistan

From 4 to 6 August 2026, the OSCE Programme Office in Dushanbe (POiD) organized a three-day capacity-building workshop for professionals responsible for implementing Tajikistan's Law "On Prevention of Domestic Violence." The training course brought together specialists from government institutions, civil society organizations and consultation rooms working with domestic violence perpetrators to strengthen their knowledge and improve co-ordinated responses to domestic violence.

The workshop convened 15 participants representing the Ministry of Internal Affairs, the Ministry of Health and Social Protection, the Ombudsperson's Office, the Committee for Women and Family Affairs, the Commission for Children's Rights, the Ministry of Education and Science, psychologists and social workers from the consultation rooms in Levakant and Khujand, and the Association of Psychologists.

The workshop builds on the OSCE's long-term support to strengthening Tajikistan's response to domestic violence. Following the assessment of the pilot consultation rooms conducted in 2024, the OSCE supported the revision of the Correctional Programme for Work with Domestic Violence Perpetrators in 2025 and organized a training-of-trainers programme to strengthen national expertise. The current workshop enabled trained national experts to further build the capacity of frontline professionals responsible for delivering correctional services.

“This is precisely the kind of joint effort called for under the State Programme on Prevention of Domestic Violence for 2025–2030 and its Action Plan for 2025-2027: one where justice, health, and social protection actors work as a connected system, not in isolation. I hope that another step into this direction is achieved here in the next days”, said Dominik Drasnar, Head of Human Dimension Department at the OSCE POiD.

Participants enhanced their knowledge of the revised Correctional Programme and strengthened their practical skills in applying its methodologies in their daily work with perpetrators of domestic violence. The training also reinforced participants' understanding of the importance of a co-ordinated multi-agency response, in line with the national Inter-Agency Instruction developed by the Committee for Women and Family Affairs.

By strengthening the capacities of professionals working directly with perpetrators of domestic violence, the OSCE continues to support national efforts to improve the quality of rehabilitation services, enhance inter-agency co-operation and contribute to a more effective and victim-centred response to domestic violence in Tajikistan.
