Tajikistan hosts explosive ordnance disposal training for Border Troops of the Kyrgyz Republic

From 17 November to 5 December 2025, the Regional Explosive Hazards Training Center (REHTC) of the Ministry of Defense of the Republic of Tajikistan successfully hosted the first ever Explosive Ordnance Disposal (EOD) Level 1 training specifically designed for Border Troops of the Kyrgyz Republic.
The intensive three-week program significantly enhanced the theoretical and practical skills of five participants from the Kyrgyz Republic’s Border Troops, marking a key milestone in bilateral and regional security co-operation. Participants received comprehensive training in humanitarian demining safety measures, as well as the safe removal, disposal, and destruction of explosive ordnance, all in accordance with the International Mine Action Standards (IMAS).
The entire course content was conceptualized and delivered exclusively by REHTC instructors. This accomplishment highlights the growing self-sufficiency and deep expertise of the REHTC in delivering advanced EOD techniques and adhering to international safety standards, underscoring its pivotal role as a regional training hub.
The training course was co-organized by the OSCE Programme Office in Bishkek (POiB) and the Programme Office in Dushanbe (POiD). This initiative was made possible through extra-budgetary contributions from the UK Government to the project “Reducing risk of illicit small arms and light weapons, ammunition and explosives proliferation across border of Kyrgyz Republic”.
A closing ceremony was held on 5 December, celebrating the participants’ achievements and the strength of the partnership. It was attended by representatives from the respective Ministries from the Kyrgyz Republic and the Republic of Tajikistan; Tatiana Turcan, Acting Head of the OSCE POiD; H.E. Katherine Smitton, UK Ambassador to the Republic of Tajikistan; Carson Relitz Rocker, United States Deputy Chief of Mission, and Yoshiyuki Shiomi, Fondation suisse de déminage (FSD) Country Director.
The successful completion of the EOD Level 1 training represents a significant step in strengthening regional commitment and capabilities to address explosive hazards, fostering a safer and more stable environment in Central Asia.
At the closing ceremony, UK Ambassador Katherine Smitton emphasized: “This course represents an important step toward long-term stability, co-operation, and prosperity of both nations.”
United States Deputy Chief of Mission Carson Relitz Rocker highlighted the REHTC’s role: “The REHTC has played a pivotal role in this journey, bringing together experts, trainees, and partners from across the region to share knowledge, develop skills, and build lasting relationships.”
The OSCE works closely with the host governments to address a wide range of security issues, promoting stability and co-operation throughout the region. By fostering such practical, cross-border training initiatives, the OSCE POiB and POiD contribute directly to regional capacity building, enhancing the ability of Central Asian states to manage shared security risks, and ultimately promoting sustainable peace and prosperity in line with the OSCE’s comprehensive approach to security.
