The OSCE Border Management Staff College (BMSC) announces the 41st Border Management Staff Course, to be held from 7 April to 1 May 2026.
Course Format
- One week of remote, self-paced learning
- Three weeks in residence in Dushanbe, Tajikistan
Course Description
The course is designed for officers from border security agencies, including border troops, border guards, border police, customs, migration, and drug control agencies. It targets personnel whose duties involve regular interaction with border communities and travellers, with a focus on public-facing engagement and leadership.
Eligibility
Applicants must:
- Be officers from the 57 OSCE participating States or 11 OSCE Partner Countries
- Have 2–5 years of operational experience
- Work directly with border communities and/or the travelling public
Nominations
Each eligible country may nominate up to three candidates through the relevant national authorities or agencies.

Financial Arrangements
The OSCE Border Management Staff College will cover travel, accommodation, and meals, and will provide a reduced daily subsistence allowance. In-kind contributions from delegations, including support for international travel and/or accommodation, are also welcome.
