Tajikistan delegation explores human rights education and anti-discrimination in Finland

From 24 to 26 November 2025, a delegation from Tajikistan comprising four representatives of the Office of the Human Rights Commissioner took part in a study visit to Helsinki, Finland, to explore best practices in human rights education and anti-discrimination services.

From 24 to 26 November 2025, a delegation from Tajikistan comprising four representatives of the Office of the Human Rights Commissioner took part in a study visit to Helsinki, Finland, to explore best practices in human rights education and anti-discrimination services.

The visit was organized in collaboration with the Rule of Law Centre at the University of Helsinki. Its primary objective was to gain insight into national policies, practical models and tools successfully applied in Finland to expand access to quality human rights education and strengthen mechanisms for the prevention of discrimination.

During the three-day visit, the delegation held meetings with a range of institutions, including the Ministry of Education and Culture, the National Agency for Education, the Ministry of Justice, the Ombudsman for Children, the Finnish League for Human Rights, the Rule of Law Centre, the Human Rights Centre and the Abilis Foundation. Experts from these institutions presented Finland’s national education strategies and policies on human rights education, as well as the legal framework on non-discrimination and its implementation mechanisms.

Particular attention was paid to opportunities for bilateral and multilateral co-operation and to approaches for aligning the work of national human rights institutions with the Paris Principles.

The study visit was followed by the participation of the staff of the Human Rights Commissioner in the Meeting of Central Asian Ombudspersons, organized by the Rule of Law Centre at the University of Helsinki.

The study visit is part of an OSCE initiative aimed at strengthening the capacity of the Office of the Human Rights Commissioner to implement the Law on Equality and the Human Rights Education Programme for 2022–2026.
